A few scars later, and he's a much more interesting character.
Retired from C-Sec, Garrus goes to the slums to kill gangsters where red tape and bureaucracy won't get in his way. Unfortunately (and tragically – why is everyone in this game so damned tragic?), his team is wiped out by mobsters, and it's up to Shepard to swoop in and save the day.
Garrus looks cool, he sounds cool, and he has a cool story. Unlike Mordin, though, I don't have a lot else to say. There's nothing exceptional about his situation or his presentation. He's just likable and cool, and that goes a long ways.
Because his section is so short, he has to share it with another character that I feel similarly about: Tali.
Tali genuinely feels like she's grown up between games.
I hated Tali in the original. I felt like she was a Mary Sue engineer girl that everyone had to remind me was so smart. In ME2, Tali has come along ways as a character. Now, she's a spunky, tough but still feminine young woman who has a lot of genuine emotional investment in her people.
Her crush on Shepard feels natural (although it does get kind of ridiculous when every female on the ship is crawling all over him), her loyalty mission is reasonably interesting, and I've always liked her design and accent.
